Why Phone Link shows Samsung Galaxy as “device unavailable”
Short answer: Phone Link on Windows 11 communicates with Samsung Galaxy phones via a service called Cross Device Experience Host (CDPUserSvc). When Windows 11 updates — especially after 26H1 — this host service version can get out of sync with the Link to Windows app version on the Galaxy phone. The mismatch causes Phone Link to detect the phone but report it as unavailable. Updating both apps is the first and most effective fix, resolving the issue in the large majority of cases without any hardware intervention.
How to fix Phone Link device unavailable on Samsung Galaxy
Step 1: Update both Phone Link and Link to Windows to the latest version
On the Windows laptop: open Microsoft Store, click Library in the bottom-left, then Get updates. Look for "Phone Link" in the update list and install it. On the Samsung Galaxy phone: open the Galaxy Store (not Google Play — Samsung distributes Link to Windows through Galaxy Store for tighter integration), search for "Link to Windows", and update it. After both updates, restart the laptop and the phone. Do not skip the restart — CDPUserSvc (the Cross Device Experience Host service) only picks up the new version after a full restart.
Step 2: Check One UI battery optimisation settings
Samsung's One UI 6 and later introduced aggressive background app limits. The Link to Windows service is frequently added to the restricted list automatically after the phone has not communicated with a PC for a few days. On the Galaxy phone: Settings → Battery and device care → Battery → Background usage limits. Check both "Sleeping apps" and "Deep sleeping apps" lists. If Link to Windows appears in either list, tap and remove it. Also go to Settings → Apps → Link to Windows → Battery and set it to "Unrestricted". Step 3: Re-pair Bluetooth and verify network configuration

Several Indian corporate VPN clients (Cisco AnyConnect, Zscaler) block the relay traffic when active. If you use a work VPN, disconnect it, then retry Phone Link. Separately, certain Jio routers with "Smart Connect" or parental-control mode enabled block mDNS (local network discovery) traffic, which Phone Link uses to detect the Samsung phone automatically.
