Does an M-series MacBook actually have thermal paste?

Short answer: Yes. Despite frequent online claims otherwise, all M-series MacBooks (M1 through M4, Air and Pro) use a thermal interface material (TIM) between the SoC package and the heatsink or chassis heat spreader above it.
